NOWLIN, JAMES R. (1937 ~ ). Judge James R. Nowlin is a native of San Antonio, Texas, and attended public schools in that city. He is a graduate of Texas Military Institute and earned B.A. and M.A. degrees from Trinity University and his J.D. degree from The University of Texas School of Law, Austin, Texas.
He presently resided in Bastrop County, Texas. Judge Nowlin was sworn in as United States District Judge for the Western District of Texas on November 6, 1981. Prior to his confirmation, Judge Nowlin was engaged in the private practice of law in San Antonio and Austin. Nowlin has also served on the teaching staff at San Antonio College as an instructor in American History and Texas and American government.
In 1965-66 he served with the United States Senate Committee on Labor and Public Welfare as associate legal counsel. Judge Nowlin was a member of the Texas House of Representatives from 1967-1971 and 1973-1981. He was serving his seventh term when nominated and confirmed as a federal district judge.
Judge Nowlin is a member of the American Judicature Society, the State Bar of Texas, the American Bar Association, the San Antonio Bar Association, and the Travis County Bar Association. He is a Life Fellow of the Texas State Bar Foundation, and a member of the Colorado Bar Association. Judge Nowlin is a member of Covenant Presbyterian Church in Austin, and served with the rank of Captain in the United States Army Reserves.
