He was appointed Personnel Director on January 1, 1942 and was later promoted to Chief of Staff Services. On September 1, 1961 Mr. Anschutz left the Texas Employment Commission to administer the newly developed uniform job classification and pay plan for the various state departments and agencies. On July 1, 1969 he was employed by the Texas State Employees Retirement System and soon was named Executive Director. He had previously served two six-year terms on the Retirement System Board of Trustees, one by election of the membership and the other by appointment of the Chief Justice of the Texas Supreme Court. By direction of the Texas Legislature he was responsible for developing the first group life and health insurance plan for active and retired state officers and employees and their dependents. On August 31, 1977 Mr. Anschutz retired and moved to an unincorporated village in the Texas Hill Country. Local volunteer activities included membership on steering committees for the creation of a fire prevention district and emergency medical service district, and the Wimberley Independent School District. In 1979, by appointment of the Governor, he began a six year term as a member of the newly created Pension Review Board which has oversight responsibilities for all state and local public employee retirement programs. He served on numerous adivisory committees for state agencies including the Department on Aging, the Health Department and the Insurance Board. He served on several interim legislative committees, two dealing with nursing home reimbursement and state insurance guaranty funds. He was elected to membership on the Board of Directors of The Texas Medical Foundation which is the peer review organization in Texas. He was a former member of the AARP state legislative committee and served on the Capital City Task Force, an adjunct of the Legislative Committee. |
