FULGHAM, CECIL EVERETT (1913-1988) C. Everett Fulgham was born in Mineola, Texas, the son of the late Mr. and Mrs. James Edward Fulgham. Mr. Fulgham grew up in Mineola, Texas, and graduated from Southern Methodist University in Dallas, Texas.
He married Helen Jones, a fellow SMU student, in 1939. The Fulgham’s lived in Texarkana, Arkansas, where he was owner-manager of the Superior Ice Company of Texarkana. In 1947, the Fulgham’s moved to Lubbock, Texas, where he was the founder and partner in Steel Built Products Company. He was an organizer and director of Western Royalty Corporation. The Fulghams lived in Lubbock until 1964. During this period, he was Executive Vice President of the First National Bank of Lubbock and Director of this bank for many years. In addition to his business career in Lubbock, Mr. Fulgham was Chairman of the United Fund Campaign, the Red Cross Campaign, as well as an active member of the Lubbock Rotary Club, a Board Member of the Lubbock YMCA and also very active with the Masonic Order and the Shrine of Lubbock. In addition to his numerous civic activities, he was a Board Member of the First Methodist Church of Lubbock.
In 1954, Mr. Fulgham came to Austin, Texas to serve as the Secretary of State of the State of Texas for 1954 to 1955. His additional contributions to State service are Chairman of the Texas Industrial Commission, Board member of the Texas Historical Foundation, member of the Texas State Securities Board and the Texas Tourist Council and a Texas Commissioner on the Canadian River Compact Commission. In 1964 the Fulghams moved to Houston where he became the Executive Vice President of First City National Bank. While in Houston, Mr. Fulgham served on the Board of Trustees of the United Fund as well as the Board of Houston Junior Achievement. In December of 1965, the Fulghams moved to Little Rock, Arkansas, where he became Chairman of the Board of the Union National Bank; two years later he was asked by Winthrop Rockefeller to become an Associate in Charge of Business Affairs and Director of Winrock Enterprises. While in Arkansas, the Fulghams were active in the Pulaski Heights United Methodist Church as well as the First United Methodist Church of Hot Springs, Arkansas. Mr. Fulgham was a board member of Hendrix College from 1966 until 1984.
The Fulghams moved to Horseshoe Bay, near Marble Falls, after Mr. Fulgham’s retirement from a long career in the financial world. Mr. Fulgham was a member of the American Institute of Management, Horseshoe Bay Country Club, The Headliners Club of Austin and LeMirador Club of Vevey, Switzerland. C. Everett Fulgham, 74, died Saturday, March 19, 1988.
Survivors include a daughter, Carolyn Butcher of Menlo Park, California married to Cary Preston Butcher, a son, Edward Everett Fulgham of Little Rock, Arkansas married to Julia Ledbetter, a brother, J.L. Fulgham of Mineola, Texas, and five grandchildren, Helen Jennabeth Fulgham Castleman, Anne Fulgham Gill, Kelle Mills, Cary Butcher and Jennifer Butcher Pickering.
