PHINNEY, CARL LAWRENCE (1904 ~ 1987). Carl Phinney was born October 22, 1904 in Marble Falls, Texas. Phinney was educated in Brownwood and graduated high school in 1922.
Phinney attended the University of Texas and graduated from University of Texas Law School. He enlisted in the National Guard in 1925 and served as Lieutenant Colonel, Quartermaster Corp, with the 36th Infantry Division in North Africa and Italy during World War II.
Following World War II, he remained in the 36th Division as Chief of Staff and Commanding General. In 1961, he became Commanding General of the Texas National Guard and was federally recognized as Major General United States Army Retired.
Phinney served on the Texas State Board of Control, the State of Texas Securities Commission, Chairman of Texas Securities Commission from 1966-1973, Director of Moody National Bank, and Galveston and Texas Commerce Bank.
