DUGGAN, ANNETTE WICKER (1937 ~ 2024). The following is an obituary for Annette Wicker Duggan, spouse of former Texas House Member Fitzhugh Lee Duggan. The obituary was proivded by Miller Funeral Services and Cremation Society of Texas.

Ruth Annette Wicker Duggan, 87, departed this life and went to be with her Lord and Savior, Jesus Christ, on June 25, 2024. She was preceded in death by her parents, Esther Ruth and Jack King Wicker, and her beloved husband, retired Justice Fitzhugh Lee Duggan, Jr., of the Texas First Court of Appeals, and sister Grace Williams.

She is survived by her two children and six grandchildren, daughter Lynn Huet (husband Robert) and their children, Phil Huet, Lauren Moos (husband Matt), and Andrew Huet; son Fitzhugh Lee “Doug” Duggan, III (wife Wendy) and their children, Daniel Duggan, Rachel Duggan and Bethany Duggan.

She is also survived by her brother, Jeremy Wicker and brother-in-law Kit Williams, nieces Sabrina Wicker and Jennifer Wicker and nephew Mason Crocker (wife Darla).

Annette was born in Mineral Wells, Texas on April 5, 1937. The family moved to Houston when she was five years old, where she attended Roberts Elementary, Pershing Junior High and Lamar High schools. She then attended two years at Baylor University before transferring to Rice Institute, where she was a yearbook beauty, graduating in 1960. She often recalled to family and friends her first date with Lee. During outings with past suitors, Annette often felt she had to do most of the talking, and was tuckered out by the end of the evening. However, when she went out with Lee, a lively extrovert, she sat back and enjoyed listening to his engaging conversation. Annette was smitten. And so was Lee. They married on April 16, 1960, a month before her graduation. Later that year, Annette discovered she was expecting their first child and was thrilled to become a mother to Lynn and, 5 ½ years later, to Doug.

She was a member of the Tanglewood Garden Club, serving as president 1981-1982, the Houston Bar Association Auxiliary, where she served as president 2013-2014 and the American Museum Society, where she served as president 1994-1996. She was also Chaplain of The Guild.

She and her sister worked at their father’s CPA firm and also studied at the University of Houston and Houston Baptist to obtain their CPAs to take over their father’s firm upon his retirement. However, their father died before they finished their degrees, and the business was sold. After this she pursued her passion: interior decorating. She started her own business and enjoyed every minute of helping others achieve their design dreams until health issues necessitated her retirement.

Annette was a devoted grandmother, who relished caring for her grandchildren when they were younger and keeping up with them as they grew older. Before she passed away, she was delighted to find out her first great grandchild was on the way.

Annette’s faith was incredibly important to her and throughout her life she attended the following churches: South Main Baptist, St. Paul’s Methodist, Westbury Methodist, First Baptist, Chapelwood Methodist, and a small home church, A Fellowship of Believers. Annette loved and trusted Jesus Christ, who died for her sins, and was very grateful for the joy, peace and strength He blessed her with.

Her memorial service will be held at 11:00 on Saturday, July 13 at Fair Haven United Methodist Church, 1330 Gessner Road, Houston, TX 77055.
